Background
In fiscal year 2007, the Department of Homeland Security's Immigration and Customs Enforcement (ICE) set records for worksite enforcement. It arrested 863 individuals on criminal charges (against both employers and employees) and 4,077 individuals on administrative charges.
On June 6, 2008, President Bush further expanded the reach of the immigration crackdown by ordering federal contractors to participate in the Department of Homeland Security’s electronic system for verifying the immigration status of their workers (E-Verify).
Not to mention that penalties for noncompliance and for not properly completing I-9 forms have increased by an average of 25%, effective March 27, 2008.
