IRCA - Immigration Reform and Control Act
The I-9 form created under the Immigration Reform and Control Act (IRCA) is required to be completed by employers to keep them from knowingly hiring, recruiting, referring, or continuing to employ aliens who are not authorized to work in the United States. Employers must make a reasonable effort to verify documentation used in completing the I-9 form to prove an individual's identity, as well as his/her eligibility to be employed in the United States.
