President Issues Fourth Pro-Union Executive Order

On February 6, President Obama signed another Executive Order that seems to favor organized labor — his fourth such Executive Order in under two weeks.

 

Use Of Project Labor Agreements For Federal Construction Projects — Revokes contrary Executives Orders 13202 and 13208 issued by former President George W. Bush, and reinstates a Clinton-administration rule.  It authorizes executive agencies of the federal government to require every contractor or subcontractor on a large-scale construction project (where the total cost to the federal government is at least $25 million) to negotiate or become a party to a Project Labor Agreement (PLA) with one or more labor organizations.  A PLA is a pre-hire collective bargaining agreement between contractors and unions establishing the terms and conditions of employment for a specific construction project.
